To get High-Tensile Spidroin in Starfield, you will need to visit a vendor, such as Jemison Mercantile in New Atlantis, or you can source it yourself by flying to Linnaeus II in the Linnaeus Star System. Once there, track down the Frigid Palm in the Frigid Mountains, as it will drop High-Tensile Spidroin as a collectible resource.

But if you don’t feel like flying across the Settled Systems, then you can buy High-Tensile Spidroin from the following merchants:
